When asked, "How can customers be protected if something bad happens?" the bathhouse staff emphasized that "mugshots are unthinkable," adding, "We don't crack down on them, but as the controversy over 'mugshots' continues to grow, we will hand them over to the police.

On the other hand, the Supreme Court's 2008 ruling in the "camera voyeurism" case stated that the criteria for "molka" should be determined on a specific, individualized, and relative basis, taking into account the location, angle, and distance of the shot, and whether certain body parts are emphasized.
