It seems like an obvious administrative error, but the burden of correcting it is on the individual to do so.

Mr. Kim Moe, 28, who was born a woman and received a resident registration number starting with 2, is listed as "male" in the family relationship register.
<Gangdong District Office Official> "The administrative agency can't do it. The law says that you have to get permission from the court to correct the register. I really want to fix it, but I don't have the evidence..."
Under the current law, if a mistake in the register is obvious, the administrative office can correct it ex officio, but because of the possibility of abuse, it is limited to cases with supporting documents such as birth certificates.
Mr. Kim's birth certificate has already been discarded after the storage period, which is absurd, but he has no choice but to go through the legal process himself.

Therefore, in the current situation, we have no choice but to seek the court's permission to correct it."
In the end, Kim underwent a genetic test that cost more than 100,000 won to prepare her case, and is investing her personal time to prepare the correction application.
